HURRICANE WATCH
A Hurricane Watch is issued when there is a threat of hurricane conditions within 24 to 36 hours. In the event that a Hurricane Watch is issued, the Executive Director will place all personnel and residents on alert of the approaching threat. The Information Technology Manager will track the storm and keep the Executive Director informed of what to expect.
Once notified, all HAS staff will report to work regardless of whether or not the watch occurs during the regular work week. Asset Management staff and Resident Services staff and other employees as designated by the Executive Director should distribute a letter from the Executive Director advising of the Hurricane Watch and instructing them how to prepare. Instructions are to include that residents must remove plants and remove and/or secure all outdoor furniture, etc.
The following tasks must be completed to secure property and vehicles with the oversight of the Executive Director. These tasks are not meant to be all inclusive and may be reviewed and re-assigned at any time during an approaching storm. CATEGORY I
Hurricane with maximum sustained winds between 74 MPH and 95 MPH.
CATEGORY II
Hurricane with maximum sustained winds between 96 MPH and 110 MPH
.
- HAS staff must fill the fuel tanks of their respective vehicles. (All Staff)
- Emergency generators, located at Stillwell Towers, must be secured. (Stillwell Towers Management Staff)
- Trash trucks will be sent through all properties to pick up large items left at curbside. (Maintenance Staff)
- Secure and protect files, records and office equipment against water damage by moving items away from windows and moving them to secure locations if necessary. (Administrative Staff)
- Unplug computers and other office equipment and remove them from the floor. (Administrative Staff)
- On-call Mechanic and On-call Supervisor will be assigned to stay at Stillwell Towers.
A Hurricane Warning will be issued when hurricane conditions are expected in the next 24 hours. In the event of a warning or when HAS properties and vehicles have been secured, the Executive Director will release personnel.
CATEGORY III
Hurricane with maximum sustained winds between 111 MPH and 130 MPH.
CATEGORY IV
Hurricane with maximum sustained winds between 131 MPH and 155 MPH.
CATEGORY V
Hurricane with maximum sustained above 155 MPH.
- The Executive Director will maintain a channel of communication with selected public housing authorities outside of the probable affected area for assistance in providing equipment, material and possible repair crews for recovery phase.
- All HAS staff will be notified that they are on 24 hours call. This procedure manual along with appropriate telephone numbers will be sent to all appropriate personnel.
- The Executive Director may establish 24-hour shifts to secure and protect all properties, equipment and vehicles.
- HAS staff must fill the fuel tanks of their respective vehicles. (All Staff)

- Trash trucks will be sent through all properties to pick up large items left at curbside. (Maintenance Staff)
- Secure and protect their files, records and office equipment against water damage by moving items away from windows and moving them to secure locations if necessary. (Administrative Staff)

- Withdraw $10,000 in cash funds. (Accounting Administrator)
- Rent chain saws and additional generators as required. (Finance Director)
- Trucks will be cleared of all material not required for emergency repair work. Emergency equipment will not be pre-loaded in vehicles. (Maintenance Staff)
- Board windows and doors of all office locations if appropriate and the first floor of Stillwell Towers.
- Stillwell Towers Asset Management staff will make sure all auxiliary units are operational at Stillwell Towers.
- Cease all outside activities when winds approach 40-50 miles per hour.
Once HAS properties and vehicles have been secured and notices have been delivered to every residents’ unit, the Executive Director will release personnel.
